However, the extensive auditing process enacted on behalf of TCMP and the IRS was considerably intrusive and ultimately discontinued in the late 1980s. Born as a result was the National Research Program – a less intrusive version of measuring noncompliance. However, this too has its own set of problems. More specifically, the direct audit measures used to assess noncompliance are exacerbated by indirect methods of measurement such as currency ratio models that skew the true results of such measurements.
